Applications are invited from suitably qualified applicants to fill one (1) post of Rural Water Services Manager, Rural Development Department, Ministry of Rural Transformation, Community Development, Labour and Local Government.
BASIC PURPOSE OF POSITION: The Rural Water Services Manager is responsible for coordinating and liaising with the water boards for the control, management, and operations of rural potable water systems. The Rural Officers to ensure efficiency, sound financial management and quality customer service.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Production: provides technical oversight in meeting water quality regulations and consumption demands by working with the Rural Community Development Officers to: 1. Assess production and consumption levels on a monthly basis and/or as the need arises. 2. Assess production inputs: chemicals, electricity, etc. monthly and/or as the need arises. 3. Assess water quality parameters monthly and/or as the need arises. 4. Review and evaluate work methods and procedures of water boards. 5. Ensure water boards effectively maintains their water systems operations.
Operations: oversees and supports the operations of the Rural Water Systems country wide by working with the Rural Community Development Officers to: 6. Ensure water boards maintain adequate water supply and delivery of water, meeting all quality standards (quality, quantity, security, and pressure). 7. Ensure water boards maintain the integrity of the water disinfection process and the water transmission and distribution systems including storage tanks and pumping stations. 8. Work with the Coordinator Rural Water Sanitation and Supply Unit in coordinating emergency water distribution activities to communities. Page 2 of 3 9. Work with the Rural Development team in the development and implementation of strategies and plans to ensure all major water production, treatment, storage, and distribution systems, equipment and facilities are operable during peak periods. 10. Monitor revenue and expenditure of water boards to ensure sustainable financial management. 11. Ensure that water expansion projects meet the required standards in respect of distribution network design by water boards.
General: Participates in the development of the department's annual capital expenditure and operations budget including: 12. Forecasting funds needed for equipment and materials for the department's capital expenditure and operations for rural water systems. 13. Preparation of project cost estimates and analysis for procurement of equipment, materials, tools and supplies for proposed project initiatives. 14. Monitoring of approved expenditure and budgetary adjustments within the stipulated timeframes against goals and objectives for projects. 15. Appraising the Coordinator Rural Development on any budgetary changes. 16. Lead the review and updating of financial regulations for water boards.
Report: Prepare and present information by means of monthly, quarterly, and annual work plans, reports and budgets which require the following: 17. Review of all the districts' daily and monthly reports and taking immediate corrective actions where and when necessary. 18. Preparing monthly management, comprehensive and KPI reports. 19. Preparing special requested and incidental reports. 20. Ensuring water boards submit timely financial reports to the Ministry.
QUALIFICATIONS: Be in possession of a Bachelor's Degree in Business Management, Administration, Accounting, Finance, Economics, Sustainable Development or related field. Minimum of five (5) years' experience in business management, water management, construction or project management or equivalent experience.
KNOWLEDGE AND SKILLS:
Language skills: 1. Fluent in English. Working knowledge of Spanish will be an asset 2. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedures manuals. 3. Ability to write reports and correspondences 4. Ability to speak effectively in large group settings
Reasoning Ability: 1. Must be able to understand and prepare technical and policy briefs. 2. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 3. Critical thinker. 4. Ability to define problems, collect data, establish facts, and draw valid conclusions
Computer Skills: 1. Must have the ability to use Microsoft Office Excel, Word, Power Point and Office Project. 2. Ability to use AutoCAD, GIS and GPS Navigation Devices. Page 3 of 3
Driving Skills: Valid Driver's License for manual transmission.
Working Conditions: Available to work after normal working hours, on weekends and/or on Public and Bank holidays.
REPORTING RESPONSIBILITY: The Rural Water Services Manager reports to the Coordinator Rural Development, Ministry of Rural Transformation, Community Development, Labour and Local Government.
SALARY:
Government of Belize Pay Scale 16 of $30,171 x 1,310 - $55, 061 per annum.
